civitas ploratiae (or urbis ploratiae)
or
civitas luctae (or urbis luctae) Ploratio is mourning, weeping, lamentation in a more personal sense, I think. Luctus is lamentation, mourning, grief. It would take an expert, like Giovanna Clairval, to tell you what is more appropriate. |
