Well what you don't know is that they
are ruling the world - secretly. Apparently they closed a deal under the table with the Vogons not to demolish the earth but to put it under Chron's control, what Vogons got in return had something to do with the diversion of the bypass to the hyperspace - but that is entirely another set of conspiracy theory.
