No, the Endless Stair is definitely in Moria, from the lowest depths to Durin's Tower atop the Silvertine. See Gandalf's description of his battle with the Balrog, The Two Towers, Chapter V, "The White Rider."

There is, of course, a very long and steep stair that Frodo, Sam, and Gollum ascend to Shelob's Lair -- which is so memorably depicted in the movie version -- but it's not the one Tolkien named the Endless Stair.
