cornelius I think you mean bill ferney the gatekeeper at bree which I think would be the right answer unless you count tom bombadil in the forest outside the shire

Bill Ferny is not the name of the gatekeeper at Bree, and the farmer with the mushrooms was Farmer Maggot, a hobbit.
