As far as I know the beginning was one scene of Tiffany fighting back a storm caused by the wintersmith. It's possible that that scene happened later but was simply not mentioned at the time, or that it was averted by Tiffany's actions at some point. Maybe someone who knows the book better will be able to be definate about that
