Well, it theoretically destroyed the Daleks - but they survived. It theoretically destroyed the Time Lords, but at least the Doctor survived. The whole nature of time and time travel, as used by both Time Lords and Daleks, is contrary to absolute destruction so who knows who
actually survived...
