"Well now," - Each actor brought a different perspective to the role of the "DOCTOR" and, technically each did the best with the storylines they had.

SO, the stories were either good or, bad not the actual actors.

Having met all the actors from original "WHO" except for "WILLIAM" and, seen them do other tv - film and, even stage work (except "PAT" and, "PETER" - all are/were excellent actors.

Still, have to, hopefully, encounter "PAUL McGANN" - "CHRISTOPHER ECCLESTON" and, "DAVID TENNANT" in, the flesh.

I notice no-one has mentioned "PETER CUSHING'S" totally different version of the "DOCTOR" in the two 1960's Movies??

Personally, I don't have a worst "DOCTOR" - just worst/best stories!!!
