As I understand it, Petyr Baelish's father performed some task for Lord Arryn, and Lord Arryn recommended that Petyr be warded somewhere prestigious like Riverrun as a reward. Littlefinger later retained Jon Arryn's favour by working out a new customs system for Gulltown that increased the Arryn coffers quite favourably, and then when Robert took the throne Jon recommended having Littlefinger as Master of Coin. Hence his rise to power and prominence.

Indeed, then Bran slips hodor skin on, and kills both cersei and Petyr by making them fly

Just you. Why would Bran make them fly...Bran should fly!!!!

Tis not like Bran to skin Hodor...nor do I think Hodor would be THAT lenient...people have limits you know

Bran succeeded (for a while) to put on Hodor skin while he is as of yet not a superb skinchanger, he is geeting good at it with his wolf, but thats it so far.
So who knows what he is capable of.

As for why he would want to do that,Cersei is in a way the reason why bran fell, because of her incestuous betrayal of her maariage vows. So she in a way made bran fly, whilst Petyr made his aunt fly, granted she was rather a teensy-bit insane, but still. It would be nice to see them fly of together ... to an early grave that is

Though none of this will happen offcourse, just my way of reacting upon you wanting to the both of them ruling together when the dust settles.
And i have to admit, i like the picture of it all where it come to pass

Bran is not going to skin Hodor. "Wearing Hodor's skin" is a phrase to indicate that Bran can inhabit Hodor's living body and is not to be taken literally.
