Yes, I agree, the characters definitely need more fleshing out (pardon the double entendre)
Owen cracks me up! He is like a child in the way he has no thought for anything outside himself. And he gets some really good lines.

Seems like aconflict of interest to me.
Well he did say, when he was admitting that he can't die, that when he finds "the right kind of doctor" he will ask him why he can't die. It seems like everybody else that the Doctor interacts with, Jack is spending the rest of his life (which in this case will be a very long time) looking for the Doctor and Torchwood is the best way to do that.

Maybe.

That's my rationalisation.
