You're forgetting the biggest shape shifters baddies of them all. One in particular who could have been portrayed as a nice guy was the another one of the 100 that Odo (and Chief Obrien) encountered whilst in a runabout.
That was one oppertunity they could have had a non-murderous changeling. |
