Depends on how you plan to rule.

1. Fear. destroy a couple of plants and keep a massive army insight. A hidden and unknown army is also a good idea!

2. Happieness. Remove taxes keep all troops hidden.

You can't keep an army hidden and unknown forever - even a clone army... Eventually someone will find out...

You could try. If you known someone has found kill them and anyone they know. Quickly before they have a chance. If it's too late just sit back and see what happens. Or my personal favourite DESTROY ALL!!!!
