The Fixed Budget War - Author?
I am trying to find details about a story I read many years ago - don't remember if it was a book or possibly a story in Asimov or Analog. I believe the title was "The Fixed Budget War" and it had to do with the corporations who made a living out of contracting to fight country's wars for them. It was an excellent hypothesis with a wonderful twist at the end.

Could it be Robert Asprin's "The Cold Cash War"? (1977) I'd link to http://www.fantasticfiction.co.uk/a/...d-cash-war.htm , but that's definitely not the cover I owned (perhaps own?) it under.
