Then it's a shame that the tower is made of "stone". And there's no plumbing (which is, after all, for the depths). Even now, half-finished, the tower's the tallest thing around, so there'd be no noticeable water pressure at the top.

The tower doesn't need a water supply. As for hordes, they're all on holiday now.
