Help with story title...please

I am desperately trying to remember the title and author of a story I read, probably in the 60's. Story is about a culture of people who are given drugs to stay nonviolent and compliant. They live in dorms and live a proscribed life. One man pretends to take the medicine, but doesn't, eventually realizes what is going on, steals a bicycle, and somehow, ultimately discovers that a group of men are ultimately overseeing the society and have chosen to medicate everyone to compliance. He is then told that since he was "clever" enough to find out what is going on and discover the "overseers" that he can beome one of them, himself. If anyone can help with a title or author, I would be most grateful.

Reminds me of 12 Monkeys but it isn't. Sorry I'm no help! Perhaps someone else will recognize the story.
