Can anyone tell me. Do you need an agent to publish Science Fiction or Fantasy?

No. But most (though not all) major publishing houses won't look at unagented submissions. For that, and other reasons, it's highly advantageous to have an agent, but not essential.

Yes, entirely agreed. Many publishers now feel that the agent acts as a 'filter', sending them authors who are already well on the way to being of publishable quality and cutting out everything else.
