Who/Whom Does What

In a published novel, who/whom does what? In the first published novel would the author be allowed to do a "Thank You " page, and a dedication page?

Yes, the author writes the dedication. Who gets thanked is his/her choice.

Generally speaking an Acknowledgements section at the end of the book is used to give props to all those that may have offered assistance in helping to form the novel. While a dedication is more of a personal Thanks from the author to his/her selected persons.
