Okay, I think this is about BFS when he was removed from the Kingsguard, and the Imp probably has it with Varys, but in case he's wrong I'm going to cover the bases with another of the small council members: Grand Maester Pycelle.

Yes, it was Doran's wife, Mellario. So the conversation goes like this...

I thought that was good story telling. In a few lines, GRRM laid out the underlying issues of Doran's marriage, Arianne's worldview, Quentyn's upbringing, and Dorne's situation.
