One of the two subcommanders said it on the fist, as advice to Mormont.
I dont really know the name though anymore. I think it was Thoren Smallwood, but i'm not sure.

Woah, and here i was certain it was a man of the night's watch who said it, it seems i really have a sorry-ass excuse of a brain. I still like to proudly boast that i have a reasonabe good 1-day long short memory brain. Longer than that though... I blame the high school system. All you needed for even a good pass was to study the day before, then quickly forget it all to cram in the next subject and so on.
