The dreams point me first to Tyrion but I don't remember him saying it. I would have guessed Tyrion to Jon on the way to the Wall...

But it probably is Maester Luwin to Bran come to think of it, so I'm with MrWright I guess.

Master Luwin said that to Bran when he was remembering a fable from the Age of Heroes about Symeon Star-eyes as they were watching Ser Rodrick teach some lads in the yard.
