Someone ease my anguish!

Hi guys I wouls be very grateful if someone could tel me the name of a sci fi film Ive been looking for.

Essentialy the plot is this: Future america where everyone strives to be average a C student in fact those who are too dumb get headbands to make them smarter, those too smart headbands to make them dumber. Eventually a very smart child either (a) becomes dissalusiond and removes his head band or (b) head band breaks he realises hes getting smarter and hides it, I cant remember which anyway he becomes politically active in the underground and is arrested but rather than go to jail he gets recruited in to the super smarts that actually run everything and eventually betrays them and breaks the system.

Does anyone have anyideas what this film is actually called?

Please all help appreciated.

And yes, sounds like Harrison Bergeron to me... certainly similar to Vonnegut's story, anyway....
