Rom was a little odd for a Ferengi (maybe one in a million). He was a failure as a business man (had no lobes for business) but he was a mechanical genius, designing the the self-replicating minefield used by the Federation to block access to the Bajoran wormhole, before DS9 was captured by the Dominion. He wasn't devoted to unregulated capitalism, and he didn't exploit workers or females.

Along the same lines, Leck was not interested in profit. He was an eliminator who enjoyed a challenge. Definitely not your typical Ferengi.
