I figure the Time Wars is a ploy to get Hollywood money behind the movie. Since the Doctor involved at the time isn't made clear, there's the vaguest of possibilities that Paul McGann could do it - but properly, this time. He certainly has the acting range to deal with the necessary tragi-drama.

But, please, God, if you have any feeling for the human race at all, please don't let RTD write it!

(Stephen Gallagher or Steven Moffat - or both - would get my vote)

Steven Moffat definitely - he was responsible for Blink and several other stories and has my complete respect as a writer.

A movie would be incredible! I'm in America, watching the 3rd series now, and REALLY enjoying it! Tennant makes an excellent Doctor.

The Doctor and the Master were both renegades living there lives beyond the Time Lord rules, I believe the Time war was fought at the end of the eight Doctor’s regeneration, hence the ninth Doctor checking his appearance early on in Rose.
As for the Time war itself there is a rumour that after the fourth series the BBC are going to make specials instead of a fifth series.

I think it was a bit of a cop out to say all the Time Lords were dead except the Doctor.

It added to who he was, but denied new viewers to ever visit Gallifrey

I still remem Tom Bakers visit their and once when he even became President!

I remember Eccleston saying something like

I watched them burn
I made them burn

I think he had the choice of killing both species to save the universe or something, often it appeared his choice hanuted him.

As regards how these new series are written, they can easily do an eppsiode that has the Doc in Gallifery, maybe as next seasons finale - why not?

A lot of the previous stuff had huge leaps of imagination and unanswered questions in it :-)
