Another book search - Fantasy

Hi! I'm new to this site and wanted to read all of the book search threads before I posted my search, on the off chance my book would be in there...

I'm looking for two books that I thought were Up Above (1st book) and Down Below (2nd book). In the first book there is a young girl (I think) who has magic - there is a scene where she reaches out her hands and gets a flower to open up and bloom, but it is difficult, and she feels inadequate that she doesn't have very much power. Later she is being trained to be magical, and it turns out that everyone else who appears to be magical is just faking, as magic is dying out. This group of people live very high up in trees, where you can't even see the ground, and some people don't even think there is a ground. At the end of the book she and a companion are on the ground looking through a grate in the ground to some people who live underground. This would be where the 2nd book starts, but I didn't read this book, so don't know what happens.

I have tried all sorts of Google searches with the words Up Above Down Below and Beneath, with no luck. If anyone remembers or can find out what the titles and author are, that would be great. I read this book about 20 years ago as a teenager. Thanks!

Could it be that there were three books.
There is the Green Sky Triologie which sounds a bit like the books you described.
The main character is a boy thought.
The first book was Below the Root, the second And All Between and the third Until the Celebration.

Thanks for the tip! I hope this is the book set! It isn't in my library, so I'll have to find it online somewhere - (don't really want to pay full price!) I'll let you know!
