In Rise of a Merchant Prince (I think it was RoaMP), Nakor found a deranged man, but said that he was someone important. I finished Serpent War, but I don't remember what became of him.

he was Macros!

turns out when he disappeared he turned into that deranged man in order to complete a connection with the god of magic, so he could bring him back. I cant remember which book it was though...

it was RoaMP coz in 1 chapter the "old blind man" used powers beyond his apparent ability in 1 of Nakors lessons on Stardock.

the old man turned into Macros in Rage when the link was severed

You are right. I think it's in Nakor's lesson on levitation... no, it was the one where he put's in a lot of power into a punch which sends another student flying.
