Hmm . . I think that's more of a witting tool than anything. Dr. Who's companions (based on what I've seen) seem to be a character that is intended for the audience to relate (usually?). Through these characters we get into complex adventures that might be too difficult to understand if it was just a story about two 900 year old time travelers.

Though it is ironic in season 2 that the Doctor meets a kindred spirit in Girl in the Fire place who is very young, but smart.
