Action was the forerunner of todays DC comic titles, running from 1935 up until the late 50's. It is where Superman, Batman, Green Lantern et al. were born. The notable exception being Captain Marvel who had a life with Fawcett before DC bought the company

Unlike the majority of todays efforts, they were compendium publications, e.g. Green Lantern, Plastic Man, Superman were all presented in their own story in a weekly serial, alongside some rather less Superhero stuff like All-Star Squadron, so there was rather more variety for you 9d.

As for the Avengers, the question is perhaps which one? Avengers appeared as part of the Action Comics line-up at one point! There has also been some 'borrowing' over the years, I remember a few X-Men appearing in Captain America and Green Lantern stories once or twice and the Hulk has faced Superman in the not so recent past.

I believe they are called cross-gen comics. One's where groups from different companies and copyrights are crossed over. I have a whole set of comics from that genre, with Gen 13 being crossed with Gen X, Gen 13 with Spiderman, and Hulk with Superman, Daredevil with Batman, and so on and so forth. I would guess that they get the writers and drawers and permission and so forth to do those comics as a special treat every now and then for the public.
