Melkotians recreate a Wild West Town, drawn from McCoy's memory, in order to discover if the intentions of the Enterprise are peaceful, and to learn about Humanity. Another plot which has become a Star Trek cliché -- isn't this similar to what the Metrons do in 'Arena' TOS, what Q does time amd time again in TNG, and there are other's too.

If they have to use old sets, this is a better way to do it than as a parallel Earth development.

Using a trio of mind-melds Spock enables his friends to reject the illusion and no harm can come to them.
