The one with the Nazis.

Whenever we meet someone that Kirk knew at the Academy, you just know they will soon be followed by bad news.

John Gill went to Ekos as a cultural observer, instead he somehow recreated an imitation of Nazi Germany, with more modern technology and weapons. Subjugated and drugged by his aide, Melakon, Gill is now only a figurehead. Just in time, they are able to revive Gill and get him to denounce the regime.

Even though it appears to be another crazy Federation official, another planet with parallel Earth-like development, yet another episode to reuse old movie sets and costumes; it actually works quite well.
