Yup, basically in the dim & distant past a Stark low down the pecking chain started his own off-shoot family with links to the Starks.
The betrayal of Lord Karstark against Robb Stark after the loss of the Kingslayer and the death of his own heirs put the spanner in those works however, and now they're regarded as a 'renegade' house - leaderless & loyal to no-one.
So in other words...cool.
