They probably have loads of different and mysterious departments which do different aspects like Wolfram and Hart or the Initiative but in a good way. Although probably the Watchers Council has its dark side too. After all those blokes who captured Buffy when she was Faith weren't all sweetness and light. Could be potential for another spinoff there.
