Mostly - b/c the Centre doesn't like losing it's toys. But Jarod has a LOT of knowledge from years of research and he could put a serious damper on their progress.

If they said something more specific in the show than that, I can't recall off the top of my head.

I believe it was something related with money, too. The center didn't do all those researches for nothing.
