I don't think that it is the phaser itself that is useless. I think it is the people who refuse to get shot by them that is the problem.

But shouldn't they do something other than stand there and be shot at? Like runaway and hide?

Nah, I think they need to get shot once in a while, just to bring them back into reality, lol. Just kidding. I blame their bad aim on Q.

I know this may seem old fashioned. But hey I'm old!

When I did my Basic Training as an apprentice rigger I was expected to score better than 40% accuracy on the range, or I'd be chucked out of the RAF. I was also expected to achieve 10 rounds a minute with a 303 (Squaddies had to do better) and carried enough ammunition for a ten minute concentrated battle e.g. 100 rounds.

Even given the 'improvements' in technology (squaddies now carry 180 rounds and the SA80 can maintain 30 RPM) the crew of Enterprise could not pass basic.

There is a flaw, either in the weapons, or the people

The phaser is not at fault. The people are. It must be that they are so lulled into a false sense of security with this "peaceful exploration" garbage that they are not used to fighting.
