Good guess... Very good guess, but it was not the first time Cersei said she wanted Jaime to be the Hand. I'll tell you this... your guess was the first time in AFFC where Cersei remarks that Jaime should be the Hand, later she approaches Jaime when he stands his vigil for Tywin.
