Perhaps they're wiping out memories of the last few seasons of "on Earth" stories. One of the more annoying (to me) factors of RTD's scripts was almost every Earth based story had half the population witnessing something major. Perhaps this resets the clock so it's more of a personal battle-ground, between the Doctor and his various foes.
