I definitely have to say its Grand Admiral Thrawn the most brilliant strategist to ever live (imperial of course) He could cite inspirations, analyze motives and determine outcomes before his opponents had even consciously began formulating a move.
the one big mistake thrawn ever made was trusting the noghri death commandos to obey him (leia had turned them over to the new republic) at the hight of the battle of billbringi (the rebels tried to deceive the grand admiral by setting up the fleet to attack tangerne but instead going to billbringi) when a report came to the chimera that the noghri had betrayed them, his bodyguard (a noghri) killed him with his assassins blade. the end of the greatest tactician, and the true end of the empire.
And as the wailing of the alarms cut through the noise of a star destroyer in battle, he finally managed to turn his head. Thrawn was upright in his chair, his face strangely calm. In the middle of his chest, a dark red stain was spreading across the spotless white of his grand admiral's uniform. glittering in the centre of the stain was the tip of Rukh's assassin's knife.
