Janeway's toughest command decision was in Tuvix. She had to literally order the death of Tuvix to get back Tuvok and Neelix. It's one of the more controversial decisions she made.

That aired in May 1996. I've seen it several times and still can't decide if she was right or wrong. It's a extremely complicated moral and ethical issue. Personally, I wouldn't have killed Tuvix. But, I understand Janeways reasoning too.

This early episode (in season 2) clearly showed that Janeway was a strong commander much like Picard and Sisko. Janeway had to be tough to get Voyager through the Delta Quadrant.
