I don't think that anyone should write to fill out a word count, so I don't think you should worry about not being able to do it. It's more a matter of being able to estimate how long a certain story is likely to come out. If it seems like enough for a novel, you write it as a novel. If it looks like a short story, novelette, or novella, then that's what you aim for.

Of course the story may fool you. Which is how my short novel turned into a trilogy (although these days something that length would probably be published as one long book). I'm better at estimating things now, but still there are surprises.
