I don't think that's what Tom meant. I think he was saying that the island won't allow you to kill
yourself. It's like the island has its own plans for you, and you can't screw them up. Tom might have believed that (if so, he was wrong, because we know that one character did kill himself) or he might have been lying. Michael's suicide attempt with the car had
already failed, and perhaps there was some tampering with the gun while Tom had it.
But, yes, it certainly was a confusing thing for him to say.
