Avatar ripped from Russian story

Could the story behind the $1 billion film Avatar, be a copy of a Russian sci-fi writer’s novel written in the 1960’s?
It seems that is what Boris Stugatsky thinks so; the seventy six year old writer claims that there are parallels between his books, The Noon Universe and Disquiet.
The similarities are space travel, a planet inhabited by a strange people and a scientist; this combination could probably be found in many films and even episodes of some science fiction series too.
The thing about stories is that the basic idea is bound to be familiar with other storylines; it is how the story grows from that point which is going to be different.
So is Avatar a rip from a story written in the 1960’s?
